The loss of the
training fund has affected all emergency medical service agencies.
Volunteer, eligible agencies have experienced a loss of the fund
directly, while other departments have experienced a decrease in the
number of elective continuing education classes available to their

patient care and the education of the staff. However, with the loss of
the training fund, and with the economic situation facing every
emergency service agency, this ideal aspect of medical direction may not
be financially possible.

This original program provides in-station time by Dr. Lavelle to respond
to calls, ride with crews, perform QA, and attend meetings or other
activities as listed below. This program starts at 4 hours per
month. Additional time is available, if desired, for
larger departments. The In-Station Model includes:
Medical Direction by Dr.
Ken Lavelle, who has 23 years of experience in NJ EMS starting as an
EMT, firefighter, paramedic, EMS Chief and Medical Director
Occasional Scene Response
and Special Event Standby, as available
Advisement to EMS Chiefs
and Boards on current medical issues
Response to complaints by
citizens, questions from municipal leaders, etc.
Chart review for quality
improvement purposes with feedback to staff (if emsCharts is utilized)
Monthly Medical Director
Update newsletters to all staff members on current EMS issues
24/7 availability of Dr.
Lavelle by phone and email for questions and issues that may arise
Representation of the
agency to local MICU, state OEMS and other public safety and medical
entities as necessary
Oversight of EpiPen and
other programs as approved by OEMS
A set of BLS EMS Protocols,
based on old NJ protocols and updated by Dr. Lavelle
Full insurance for both
errors/omissions and on-scene medical malpractice is covered (this is
rare amongst other medical directors)
This alternative program includes all of the typical activities with the
exception of in-station time. Instead, Up to (6) evening elective
classes (3 CEUs each) instructed by ETC instructors with unlimited enrollment for all agency staff are
provided. This program combines elective CEU training, and medical
direction by Dr. Ken Lavelle, a former EMT and paramedic who is acutely
familiar with the challenges of NJ Fire and EMS agencies. Essentially
this model includes all aspects of active medical direction with the
exception of in station dedicated time.
Jersey Interfacility Medical Direction
Dr. Lavelle can provide affordable medical oversight for companies
performing interfacility transportation. This includes quality
improvement review of charts, Medical Director Update newsletters and
availability for phone and email follow-up regarding questions, issues
and complaints. Rates for both BLS and SCTU are available. For SCTU,
we can assist in a limited amount of training and protocol development.
Non-Emergency/Interfacility Transport Agencies
Dr. Lavelle can provide medical
oversight for Basic Life Support transport companies, including
assisting with the requirement for AEDs in Pennsylvania. Rates are
customized for these companies based on size and volume.
